Really? — Advice

Looking for advice on a couple of questions, everybody.

1) What sort of raise should I be asking for considering I haven’t gotten one in 3 years because salaries have been frozen?

2) Should I ask this before 2011 bonuses are announced or after?

3) Should I ask for additional concessions as well (4 day work week, etc.) so I have some throwaway negotiating tools?

I have my thoughts on this but would like input.
